一、賽事概況 為加快推進(jìn)未來城建設(shè)腳步，打造有影響力的引才育才、招商推介平臺，吸引全球高層次人才及優(yōu)質(zhì)創(chuàng)業(yè)項(xiàng)目落地，助推創(chuàng)新型“青春之城”建設(shè)，特舉辦第三屆中國·紹興“萬畝千億”新產(chǎn)業(yè)平臺全球創(chuàng)業(yè)大賽生命健康專項(xiàng)賽暨上虞未來城“未來場景·未來產(chǎn)業(yè)”創(chuàng)業(yè)大賽。現(xiàn)將有關(guān)事項(xiàng)公告如下： 二、組織單位 指導(dǎo)單位：中共紹興市委人才工作領(lǐng)導(dǎo)小組 主辦單位：中共紹興市委人才工作領(lǐng)導(dǎo)小組辦公室 紹興市人力資源和社會保障局 中共紹興市上虞區(qū)委、紹興市上虞區(qū)人民政府 承辦單位：中共紹興市上虞區(qū)委人才工作領(lǐng)導(dǎo)小組辦公室 紹興市上虞區(qū)人力資源和社會保障局 紹興市上虞區(qū)未來城開發(fā)建設(shè)辦公室 三、大賽時(shí)間 2023年5月下旬—9月 四、大賽形式 本次大賽共設(shè)兩個(gè)賽道，分別為“萬畝千億”新產(chǎn)業(yè)平臺-生命健康賽道和“未來場景·未來產(chǎn)業(yè)”賽道，包含公告發(fā)布、項(xiàng)目征集及初審、線下啟動會、城市分站賽、海外線上分站賽、盡職調(diào)查與考察對接、總決賽及頒獎典禮等內(nèi)容。大賽整體采取“分站賽+總決賽”形式。 五、參賽項(xiàng)目要求 （一）“萬畝千億”新產(chǎn)業(yè)平臺——生命健康賽道 1.參賽項(xiàng)目為未來醫(yī)療、合成生物、生物醫(yī)藥、醫(yī)療器械等相關(guān)領(lǐng)域項(xiàng)目。 2.參賽項(xiàng)目負(fù)責(zé)人具有碩士及以上學(xué)位，有海內(nèi)外創(chuàng)業(yè)經(jīng)歷或在國內(nèi)外知名企業(yè)擔(dān)任管理、技術(shù)類中高級職務(wù)，有較強(qiáng)的經(jīng)營管理能力，年齡不超過60周歲。 3.參賽項(xiàng)目具有自主知識產(chǎn)權(quán)、掌握關(guān)鍵核心技術(shù)，創(chuàng)業(yè)團(tuán)隊(duì)結(jié)構(gòu)合理，擁有國際先進(jìn)、國內(nèi)領(lǐng)先技術(shù)成果，或者能夠填補(bǔ)國內(nèi)空白，產(chǎn)業(yè)化開發(fā)潛力大。 4.參賽項(xiàng)目有明確落戶紹興的意向，在紹興創(chuàng)辦企業(yè)后注冊資金一般不低于200萬元，參賽項(xiàng)目負(fù)責(zé)人為主要創(chuàng)辦人且為第一大股東或最大自然人股東，自有資金（含技術(shù)入股）占創(chuàng)業(yè)投資的30%以上，且投入企業(yè)的實(shí)收資金100萬元以上。 5.參賽項(xiàng)目負(fù)責(zé)人及其團(tuán)隊(duì)成員社會信譽(yù)良好、無不良記錄，提供的資料真實(shí)、合法、有效，參賽項(xiàng)目符合國家法律法規(guī)和產(chǎn)業(yè)政策，無知識產(chǎn)權(quán)糾紛。 6.同一參賽項(xiàng)目和項(xiàng)目負(fù)責(zé)人只能申報(bào)本次大賽一個(gè)專項(xiàng)賽，不得重復(fù)參賽。 （二）“未來場景·未來產(chǎn)業(yè)”賽道 1.參賽項(xiàng)目為未來網(wǎng)絡(luò)、元宇宙、仿生機(jī)器人、柔性電子等相關(guān)未來場景產(chǎn)業(yè)項(xiàng)目。 2.參賽項(xiàng)目負(fù)責(zé)人不限學(xué)歷，有海內(nèi)外創(chuàng)業(yè)經(jīng)歷或在國內(nèi)外知名企業(yè)有管理、技術(shù)類中的工作經(jīng)歷，有較強(qiáng)的經(jīng)營管理能力，年齡不超過60周歲。 3.參賽項(xiàng)目具有清晰的商業(yè)模式，具備創(chuàng)新性和獨(dú)有性，參賽項(xiàng)目具有獨(dú)特創(chuàng)意，屬于前沿科技，符合國家現(xiàn)行法律法規(guī)和相關(guān)產(chǎn)業(yè)政策。 4.參賽項(xiàng)目有明確落戶上虞的意向，參賽項(xiàng)目負(fù)責(zé)人為主要創(chuàng)辦人且為第一大股東或最大自然人股東，自有資金（含技術(shù)入股）占創(chuàng)業(yè)投資的30%以上，且投入企業(yè)的實(shí)收資金50萬元以上。 5.參賽項(xiàng)目負(fù)責(zé)人及其團(tuán)隊(duì)成員社會信譽(yù)良好、無不良記錄，提供的資料真實(shí)、合法、有效，參賽項(xiàng)目符合國家法律法規(guī)和產(chǎn)業(yè)政策，無知識產(chǎn)權(quán)糾紛。 6.同一參賽項(xiàng)目和項(xiàng)目負(fù)責(zé)人只能申報(bào)本次大賽一個(gè)專項(xiàng)賽，不得重復(fù)參賽。 六、大賽流程 （一）項(xiàng)目征集及初審 計(jì)劃征集150個(gè)項(xiàng)目進(jìn)入初審，為每場次專項(xiàng)賽遴選出15個(gè)左右項(xiàng)目參加路演，共計(jì)90個(gè)左右精選項(xiàng)目參加城市分站賽。 （二）線下啟動會：暫定上海舉辦大賽線下啟動會 （三）分站賽 城市分站賽將于上海、深圳、武漢（暫定）開展，其中上海分站賽于啟動會結(jié)束后開始，于上虞開展一場海外線上分站賽。 分站賽將采取“7+3”的模式進(jìn)行（即7分鐘PPT演示+3分鐘互動問答）進(jìn)行，原則上要求申報(bào)本人參加路演，特別優(yōu)秀的項(xiàng)目可允許核心團(tuán)隊(duì)成員參加路演。確實(shí)因客觀原因不能現(xiàn)場參加比賽的選手，將根據(jù)實(shí)際情況，通過線上方式參加創(chuàng)業(yè)大賽分站賽。 （四）盡職調(diào)查與考察對接 擬入選項(xiàng)目需在決賽前一個(gè)月內(nèi)參與并完成內(nèi)審及盡職調(diào)查；并完成為擬入選參賽選手組織的政策解析、答疑解惑、落地意向考察對接服務(wù)。 （五）總決賽 總決賽將于上虞開展，從分站賽中擇優(yōu)每個(gè)賽道預(yù)錄取15個(gè)項(xiàng)目，共計(jì)30個(gè)項(xiàng)目參與上虞總決賽。 決賽現(xiàn)場采取“10+10”的模式進(jìn)行現(xiàn)場路演（即10分鐘PPT演示+10分鐘互動問答），總決賽要求主申報(bào)人本人參加路演。 七、政策支持及獎金 （一）政策扶持 1. “萬畝千億”新產(chǎn)業(yè)平臺——生命健康賽道政策扶持： 第三屆中國·紹興“萬畝千億”新產(chǎn)業(yè)平臺全球創(chuàng)業(yè)大賽生命健康專項(xiàng)賽一、二、三等獎項(xiàng)目落地紹興后，經(jīng)實(shí)地核查，可直接認(rèn)定為紹興“名士之鄉(xiāng)”英才計(jì)劃A類、B類、C類人才項(xiàng)目，給予500萬元、300萬元、200萬元項(xiàng)目資助以及創(chuàng)業(yè)場地、銷售獎勵(lì)、創(chuàng)投跟進(jìn)獎勵(lì)、創(chuàng)業(yè)發(fā)展資助、貸款貼息、政策擔(dān)保等一系列創(chuàng)業(yè)發(fā)展扶持政策，全職到崗的人才按照紹興人才政策規(guī)定享受房票補(bǔ)貼、安家補(bǔ)貼、子女教育、醫(yī)療保健等相關(guān)政策。 2. “未來場景·未來產(chǎn)業(yè)”賽道政策扶持： 上虞未來城“未來場景·未來產(chǎn)業(yè)”創(chuàng)業(yè)大賽一、二、三等獎項(xiàng)目符合條件將優(yōu)先推薦申報(bào)紹興“名士之鄉(xiāng)”英才計(jì)劃，待項(xiàng)目落地后，經(jīng)實(shí)地核查，同等享受相關(guān)政策補(bǔ)貼。項(xiàng)目入駐上虞后給予空間保障，享受相關(guān)政策。全職到崗的人才按照上虞人才政策規(guī)定享受房票補(bǔ)貼、安家補(bǔ)貼、子女教育、醫(yī)療保健等相關(guān)政策。 （二）大賽獎金 生命健康賽道專項(xiàng)賽和“未來場景·未來產(chǎn)業(yè)”賽道專項(xiàng)賽分別設(shè)一等獎項(xiàng)目1個(gè)（獎金10萬元）、二等獎項(xiàng)目2個(gè)（獎金5萬元）、三等獎項(xiàng)目5個(gè)（獎金3萬元），其中生命健康專項(xiàng)賽獎金分為2次撥付，大賽結(jié)束及項(xiàng)目落地后各撥付50%，個(gè)稅自理。 八、補(bǔ)充說明 1.本次大賽不對參賽選手收取任何費(fèi)用。 2.參賽選手不得違反大賽規(guī)定，所提交的創(chuàng)業(yè)項(xiàng)目相關(guān)材料不得存在抄襲、盜用等不法現(xiàn)象，不得存在虛假信息，一經(jīng)發(fā)現(xiàn)，即取消申報(bào)及資助資格，追回已資助資金，今后不得申報(bào)紹興“名士之鄉(xiāng)”英才計(jì)劃；涉及參賽項(xiàng)目產(chǎn)權(quán)及相關(guān)法律糾紛的，由參賽選手自行承擔(dān)一切責(zé)任。 3.報(bào)送的所有材料均不得涉及國家秘密。如確需提供涉密材料，涉密部分須按國家有關(guān)保密規(guī)定另行報(bào)送，并附所在單位的密級證明，但不得報(bào)送絕密級材料。 4.大賽報(bào)名項(xiàng)目材料僅用于項(xiàng)目評審及資源對接，原則上不予退回，如材料內(nèi)容涉及商業(yè)機(jī)密，請?zhí)崆罢f明，分站賽及總決賽過程將對社會公開。 5.參賽選手完全本著自愿原則參加本次比賽，如對大賽有異議，可及時(shí)聯(lián)系溝通，或選擇退出比賽，但無權(quán)要求更改比賽規(guī)程或賠償因參賽所發(fā)生的任何費(fèi)用。 6.因不可抗力因素影響大賽正常進(jìn)行的，主辦方有權(quán)對賽程作相應(yīng)調(diào)整或終止比賽。 7.大賽組委會保留進(jìn)一步補(bǔ)充本次比賽規(guī)程的意見和最終解釋權(quán)。分站賽及總決賽賽事時(shí)間、地點(diǎn)等未盡事宜，另行通知。 九、報(bào)名方式及賽事咨詢 （一）報(bào)名方式 下載并準(zhǔn)備《第三屆中國·紹興“萬畝千億”新產(chǎn)業(yè)平臺全球創(chuàng)業(yè)大賽生命健康專項(xiàng)賽項(xiàng)目申報(bào)書》、《上虞未來城“未來場景·未來產(chǎn)業(yè)”創(chuàng)業(yè)大賽項(xiàng)目申報(bào)書》、創(chuàng)業(yè)商業(yè)計(jì)劃書、PPT、參賽項(xiàng)目相關(guān)證明等佐證材料，發(fā)送至郵箱3157763559@qq.com（郵件主題為參賽選手+賽道+項(xiàng)目名稱）參與報(bào)名。 （二）賽事咨詢 金先生: 0575-82212727 許先生: 0575-81282172

Ⅰ. Project Overview In order to accelerate the construction of the future City, create an influential platform for attracting talents and investment, attract high-level talents and high-quality entrepreneurial projects from around the world, and promote the construction of an innovative "City of Youth", we hereby hold the 3rd “High-Quality Development” New Industry Platform Global Entrepreneurship Competition Life Health Field Contest in Shaoxing, China & “Future Scenario Future Industry”. The relevant matters are now announced as follows: Ⅱ. Ⅲ. Competition Period Late May- September 2023 Ⅳ. Competition Form There are two tracks in this competition, namely “High-Quality Development” New Industry Platform - Global Entrepreneurship Competition Life Health track and "Future Scenario · Future Industry" track, including announcement release, project soliciting and preliminary review, offline launch meeting, city station race, overseas online race, due diligence and investigation, finals, and award ceremony. The competition as a whole adopts the form of " station race + finals". Ⅴ. Requirements for Participating in Projects. ⅰ. “High-Quality Development” New Industry Platform-Life Health Track 1. The participating projects are related to future medical treatment, synthetic biology, biomedicine, medical instruments, and other fields. 2. The project leader of the participating project shall have a master's degree or above, have entrepreneurial experience at home and abroad or hold senior positions in management and technology in well-known enterprises at home or abroad, have strong operation and management ability, and shall be under the age of 60. 3. The participating projects have independent intellectual property rights and master core technologies. The entrepreneurial team has a reasonable structure, with internationally advanced and domestically leading technological achievements, or can fill domestic gaps and have great potential for industrialization development. 4. The participating projects have a clear intention to settle in Shaoxing, the registered capital of the enterprises founded in Shaoxing is generally no less than 2 million yuan, the project leader of the participating projects is the main founder and the largest shareholder or the largest natural person shareholder, the own capital (including technology investment) accounts for more than 30% of the venture capital, and the paid-in capital invested in the enterprises is more than 1 million yuan. 5. The project leader and his/her team members have a good social reputation and no bad record. The materials provided are authentic, legal, and effective. The participating projects comply with national laws and regulations and industrial policies, and there are no intellectual property disputes. 6. The same participating project and the project leader can only apply for one special competition of this competition. ⅱ. “Future Scenario·Future Industry” Track 1. The participating projects are future scenario industry projects，mainly related to future networks, metaverse, bio-robot, flexible electronics, etc. 2. The project leader of the participating project is not limited to the educational background but needs to have entrepreneurial experience at home and abroad or working experience in management and technology in well-known enterprises at home and abroad, with strong operation and management ability, under the age of 60. 3. The participating projects have a clear business model, innovation, and uniqueness. The participating projects have unique creativity, belong to cutting-edge technology, and comply with current national laws and regulations and relevant industrial policies. 4. The participating projects have a clear intention to settle in Shangyu. The project leader of the participating projects is the main founder and the largest shareholder or the largest natural person shareholder. And the own capital (including technology investment) accounts for more than 30% of the venture capital, and the paid-in capital invested in the enterprises is more than 500 thousand yuan. 5. The project leader and his/her team members have a good social reputation and no bad record. The materials provided are authentic, legal, and effective. The participating projects comply with national laws and regulations and industrial policies, and there are no intellectual property disputes. 6. The same participating project and the project leader can only apply for one special competition of this competition. Ⅵ. Competition Procedure ⅰ. Project solicitation and preliminary review It is planned to collect 150 projects to enter the preliminary examination, select about 15 projects for each track to participate in the roadshow, and a total of about 90 selected projects to participate in the city station race. ⅱ. Offline Launch Meeting: Tentatively, the offline launching meeting will be held in Shanghai ⅲ. Station Race The city station race will be held in Shanghai, Shenzhen, and Wuhan (tentative). The Shanghai station race will be held after the launch meeting, and an overseas online race will be held in Shangyu. The station race will be conducted in a "7+3" mode (7-minute PPT presentation + 3-minute interactive question and answer). In principle, applicants are required to participate in the roadshow, and core team members are allowed to participate in the roadshow for particularly excellent projects. Those who cannot participate in the competition due to objective reasons will participate online according to the actual situation. ⅳ. Due Diligence and Investigation The project to be selected should participate in and complete internal audit and due diligence within one month before the final; And completed the policy analysis, questions and answers, landing intention investigation, and docking service for the candidates to be selected. ⅴ. The Final Contest The final will be carried out in Shangyu. 15 projects will be selected from each track in the sub-races, and a total of 30 events will participate in the final in Shangyu. The "10+10" mode will be adopted for the road show (10-minute PPT presentation + 10-minute interactive question and answer). The main applicant will be required to participate in the roadshow. Ⅶ. Policy Support and Reward ⅰ. Policy Support 1.“High-Quality Development” New Industry Platform-Life Health Track Policy Support According to the final result, if the 1st, 2nd, and 3rd prize winner projects of the life health field contest be audited and approved by the talent office of Shaoxing Municipal Party Committee, can be directly identified as Class A, Class B, and Class C talent projects of Shaoxing "Home of Celebrities " Talent Program. Project subsidies of 5 million yuan, 3 million yuan, and 2 million yuan are provided, as well as a series of support policies for entrepreneurship development, such as start-up site, sales incentive, venture capital follow-up incentive, start-up development subsidy, loan discount interest, policy guarantee, etc. Full-time talents can enjoy housing ticket subsidies, settlement subsidies, children's education, medical care, and other related policies according to the provisions of the Shaoxing talent policy. 2.“Future Scenario·Future Industry” Track Policy Support According to the final result, if the 1st, 2nd, and 3rd prize winner projects of Shangyu Future City's " Future Scenario·Future Industry " Entrepreneurship competition be audited and approved by the talent office of Shaoxing Municipal Party Committee, will be preferentially recommended to apply for Shaoxing's Home of Celebrities Talents Program. After the project is implemented, they will enjoy the relevant policy subsidies equally after field verification. After the project is settled in Shangyu, a space guarantee will be given, and relevant policies will be enjoyed. According to the Shangyu talent policy, full-time talents can enjoy housing ticket subsidies, settlement subsidies, children's education, medical care, and other related policies. ⅱ. Competition Reward There are 1 first prize (bonus of 100,000 yuan), 2 second prizes (bonus of 50,000 yuan), and 5 third prizes (bonus of 30,000 yuan) each set for the life health field contest and future industry field contest, among them, the prize money of life health field contest payment will be divided into two times. After the competition is finished and the project is implemented, 50% will be allocated respectively, and individual tax will be paid by oneself. Ⅷ. Supplementary Explanation 1. No fees will be charged to the contestants. 2. The contestants shall not violate the competition regulations, and shall not plagiarize, ember, or any other illegal phenomenon in the materials related to the entrepreneurial project submitted or contain any false information. Once found, the eligibility of application and funding will be canceled, the funded funds will be recovered, and they shall not apply for the Talent Plan of Shaoxing "Home of Celebrities" in the future; In case of any legal dispute involving the property right of the competition event, the competitors shall bear all responsibilities by themselves. 3. All materials submitted shall not involve national secrets. If it is necessary to provide secret-related materials, the secret-related parts shall be submitted separately by relevant state regulations on confidentiality, together with the confidentiality certificate of the unit to which they belong, but no top-secret materials shall be submitted. 4. The registration materials of the competition are only used for project review and resource docking and will not be returned in principle. If the content of the materials involves trade secrets, please explain in advance. The process of the station race and finals will be open to the public. 5. The contestants participate in the competition of their own free will. If they have any objection to the competition, they can contact or withdraw from the competition in time, but they have no right to ask for the modification of the competition rules or compensation for any expenses incurred in the competition. 6. If the competition is affected by force majeure, the organizer has the right to adjust the schedule or terminate the competition. 7. The organizing committee reserves the right to further supplement the rules of the competition and the final interpretation.
